Exclamation toilet pipe cut 1 1/4 below ground level

So because I had no idea what I was doing. I had cut the pipe before I filled everything back in with cement.

The end result was that I had cut the toilet pipe 1 1/4" below ground level. What is the best way to fix this?

I'm assuming the flange extender is a flange with an extended neck? The flange I currently have has a 2" neck. that means it should slide over the pipe 3/4".

How far does one pipe have to overlap the other for a proper seal?
