How to take apart older bathroom faucet?

I am unable to pull the handle off after I shut off the water supply, then pop the ’h’ cap off and finally remove the screw hidden under the cap.

After the screw is removed the faucet handle still turns its normal range to open and close but will not pull off.

What do I do next?

You likely need to use a faucet handle puller.

A faucet handle puller would be the best tool. You can also try spraying the screw area with a penetrating oil or a mineral/scale removing product like C.L.R. Then you can try gentle prying and wiggling to get it to break free. Before you try force strong enough to break something the puller tool is about $15 and available at most plumbing stores and home centers.

On a horizontally mounted faucet, I would suggest a mix of white vinegar and dish soap, slathered on the front and back, and left to work on the corrosion for a day or two.
I would go as far as to soak a paper towel in vinegar, then make an enclosure with plastic wrap, and let that sit for a day. Keep adding fresh white vinegar until you no longer see any bubbles after an hour.
THEN try removing.
