Shower diverter seized?

The diverter from tub to shower operation will not lift.
I tried WD40 in the plunger hole and no luck.
Put a wrench under the lip of the rod and tapped upwards - no go.
Took the keeper (hex bolt) from the unit and lifted up and the diverter rod lifts with the unit, so the problem is, I think
inside the faucet.
There is no access to get underneath - corner hot tub with full non-removable skirt.
Ideas?

You can look online for a parts diagram of your faucet. Once you see the internals you might come up with a plan.

After years, decades, those things just get so much hard water crud in them that you have to just cut them apart!

But, but -
that would mean destroying the custom surround, likely damaging the Jacuzzi corner tub, and starting from scratch.

Will the faucet spout come off completely, diverter knob and all, without tugging on or cutting any levers or rods inside?
Most spout diverters have a damper or valve inside the spout. No linkages go behind the wall or inside the porcelain tub. The pipe to the shower is part of a tee connection.and is open at all times. Blocking the spout causes water to go up to the shower.
Some experts say use vinegar instead of WD-40. I say not yet, because vinegar or Drano could stain the outside of the spout.
