Toilet Bowl Not Filling With Water, Verify Fix

Recently, my toilet bowl hasn't been filling up with water and I noticed the white (or dirty white) line wasn't attached to anything. So I attached it directly to the hole that seemed to fit.

Looks like things are working now but I wanted to verify if this is how it is supposed to be?

Yep, that's how water gets in the bowl.

Separate topic: The toilet's flushing mechanism needs to be held down 1-2 seconds in order to flush. I heard this was b/c of the tension on the flap. I tightened the tension however issue is still there. Are there any other solutions or do I need to change out the entire flushing assembly?

There isn't any adjustment in the flush mechanism you have. If you want it to flush differently you will likely need a different style flush valve. Keep in mind that it will affect the flush. What you have now provides a small, quick flush if you just press the handle. Holding it down allows a longer flush and uses more water. Flapper style flush valves will probably work but not as well with the small flushes

My sister has that type of valve in her toilet. It's rare and hard to find a replacement.
It is a great idea. It's the only flush valve that I know of where you can stop the toilet from flushing if the bowl fills up from being clogged by just lifting the handle up manually.
