Portable Car Jumper Battery Bank
I was on a semi-retirement vacation for almost 2 months, only to rush back home because of an emergency.
I brought along my portable car jumper battery bank (the size of a hard drive) as a backup to charge my phone and laptop.
I went through airport security checkpoints and did not had any issues, including 4 international airports. At LAX, they did a swab of it and after it passed that it is not explosive, they gave it back to me and proceed onto my flight.
When I got to this one airport and checkpoint, they started to make an issue about my portable car jumper battery bank which I checked online before the trip that anything lithium related cannot be in checked-in luggage. They have to be in your carry-on.

Anyway, as they started to give me trouble and wanted to confiscate it, I am more than certain because they want to keep it for themselves, I pulled out my phone and started to record their faces and name badges. I told them if they want to take it, go for it and I will discuss with the embassy in a few days with this video. As soon as they saw that I did that, they started to talk among themselves and finally after 10 minutes, they gave me back my car jumper battery bank. I nodded my head in disgust and gave them a smirk as I walked away.
So getting back to the question, are there certain portable car jumper battery bank that are not allowed on the plane, according to spec?

In the US you are allowed to carry on lithium batteries up to 100 watt hour capacity.
