fabric to fabric adhesive

I am attempting to reupholster an office chair. It currently has a vinyl/cloth covering. Hard to describe not a solid vinyl but more like a plastic cloth?

The seat and back are sculpted in. In other words if I stretched cloth over the bottom of the seat in would not touch in the middle, there would be a void.

It appears the original material is bonded to the foam. I would like to glue the new cloth material to the original material.

Will this idea work and what kind of adhesive to use? JIm

I'm not really sure what they used originally. However, I think gluing fabric to the original will not work. The stress of sitting on it, will eventually pull if off, probably the first time. It would only work if it were just for show.
I would just staple it. Not hard to do. A pneumatic stapler is best, but any upholstery stapler will do. There is a board under the foam, isn't there?
