Angry adhesive tiles won't stick in basement

I attached adhesive tiles on a basement floor which was prepped with a sealer. The tiles have lifted. The basement is very humid. I then used a floor adhesive for concrete and the tiles still will not stick. Any suggestions? Alternatively, what flooring would you recommend for a basement concrete floor which is not smooth? Carpeting? Paint the concrete? Or sub-floor? Thanks.

Talking Level the floor first

Irregular concrete floor is the culprit of your problem.
I'll pour in an auto leveler mix to level out the floor first.
As long as you have a gap between floor and whatever flooring material you install, you'll have a problem.

I suppose the concrete is somewhat flat? What happens in a basement situation is moisture vapor emissions through the concrete. NO ADHESIVE will survive high moisture levels. Concrete sealers can prohibit a good bond also, and will need to be abraded off before a self leveling compound is used or it can blow off them original concrete pour. Have you thought about a floating laminate with moisture barriers underneath?
