If it is oil based paint, it will stain it. Oil and plastic attract each other because of the petroleum base. Try mineral spirits.

Water based paint should be removable with soapy water or mineral spirits.

Funny, I was searching for this very topic and voila, here is a post. I recently painted my master bath and have (latex) paint splatters/spots on the linoleum floor. I have tried warm soap and water and also my thumb nail to help lift the spots. Unfortunately, it seems like it just takes a lot of arm work to get them off. I may try the mineral spirits but do not want it to ruin the floor. It is an older floor but I just don't want it to get any more "miles". I may also try a soft brillo-type pad. Good luck to you and I'll share any tips I might discover along the way.
