VCT on painted concrete

Question VCT on painted concrete

I would like to install VCT over the concrete in my basement, but the concrete has been painted with an epoxy-type paint. Armstrong only recommends the self-adhesive tile for application over painted concrete. Is there a suitable adhesive that will work with VCT on the paint?

I didn't realize Armstrong changed their subfloor requirements.
Last specs I read, said concrete must be clean and free of paints and sealers, especially the peel and stick.

Time to break out the floor grinder. But then comes another question... What is the moisture vapor emission level emitting from that basement floor? MVE cannot be seen with the eye, or felt by your touch.

Basements being below grade, are notorious for having high MVE.
