Off with vinyl, on with tile

We are remodeling the bathroom. We're taking up the vinyl flooring and will be putting in ceramic tile. (BTW, we are on a cement slab, no wood there) When I started peeling back the flooring, I get good amounts up of the shiny covering but there is a paper layer still down. Can I tile over this layer or do I have to scrape it all off down to the cement slab? Thanks!!

Take it off all the way to the slab.

Mop it with water, and let it sit and soak into the felt, then start scraping with a 4" flooring razor scraper. Remop if it dries out. Like wetting paper, it tears easy.

Get all the adhesive up too!

Then check for any cracks in the cement, big or small.
