Question Flooring recommendations for mud room.

I live in the chicago area in an older split-level house that lacks any meaningful storage space. I plan to take the last 8 ft. of the 30' garage and turn it into a mud room and storage area. Right now I'm looking for flooring recommendations for the room. I think my choices are either painting the floor or putting down some type of vinyl flooring.

If I use vinyl tile, do I have to be concerned about the effects of the cold weather on the adhesive? Is there any type of vinyl tile that has any insulative abilities. I'd like to keep my dog in the room when he comes in from outside when it raining. Also what type of preparation would I have to do for the vinyl tile?

Would there be any benefits to just painting the floor.

There are many one piece vinyl floors to-day that can be "loose laid" without glue which may help your case.
Armstrong,Tarkett,Domco - they all make them

Stay away from the "peel-n-stik tiles they really are not worth the effort.
