cat urine on underlayment

I pulled up old carpet in new home & found (and smelled) cat urine in several areas under the carpet. The underlayment is OSB. Is there a way to seal the floor before laying sheet vinyl? If so, what do I use?

sealing up smells

sorry if this is late... white shallac is what we use around here... usually works to cover just that section affected, but maybe entire floor wouldnt hurt... lots of fresh air and a respirator required to put this volitile stuff down but it really does the trick...
