vinly floor with asbestos over cement!1

i am going to put new vinly down in my laundry room but the old vinly has asbestos and it is over cement. can i go over the old vinly or do i need to take it up? if i use 1/4 underlayment over the old vinly, how do i get the underlayment to stick to the cement floor

The Resilient Floor Covering Institute is an organization of vinyl and linoleum manufacturers. They are to vinyl what the TCA is ti ceramic and stone installations.

will take you to the RFCI page where you can download very simple to follow directions for the safe removal of both the flooring and residual adhesive. The most sophisticated tool is a hepa filter equipt shop vac followed close by a pump style garden sprayer. I would suggest you check into local regulations for homeowner abatement as well as locations that will take it for disposal first.

You're not fastening an underlayment to the old slab.
