Are you planning on removing both layers and leave it as is (concrete)?

You will have to start with a razor and start peeling it back. Start in sections. There will probably be glue left on the concrete so you will have to scrape it or sand it.

If it is on concrete you can rent a vibratory scraper to scrape it off.

If not renting a vibrating scraper, a heat gun and hand scraper are helpful. You can cut through vinyl with utility knife and remove sections at a time.
