Berber Carpet on Concrete Steps

Can berber carpet be installed on concrete steps...sides, top and fronts. How can you install without raw edges showing and loose threads showing and possibly running? Padding will not be used on these steps.

Berber is a hard carpet to upholster, at least the tight-loop berbers. It just isn't flexible enough to bend like you want without a lot of effort. Tops and front are ok, but then to also do the sides is tough. Installers that did my basement didn't want to do the sides. And these are installers that do a lot of berber.
