I'M PUTTING VINYL ON VINYL AND I KNOW IT MUST BE PRIMED OR SOMETHING BUT WILL I HAVE TO REMOVE THE BAESBOARD WHEN I PUT THE NEW VINYL DOWN THANKS

I would because

I am sometimes sloppy my knife cuts and adheasive. Removing the base boad not only protects it while you are working, but could be used to hide the slips that happen.

All sheet vinyl installations should be trimmed out. Because over time, vinyl off gasses the plasticizers in the top wear layer. This makes it shrink. Now the felt backing doesn't shrink, so the vinyl will curl. No adhesive will hold it from curling over the years. Shoe molding holds all the edges down, and keeps them down.
