New peel and stick over old mastic?

I have a bathroom that we were going to put down some peel and stick and I was going to put it over the old vinyl tiles but one came up so I took everything up. Now I have old glue/mastic down, what do I do now?

The best solution would be to install 1/4" underlayment plywood over the old glue, assuming you have a wood subfloor. But if the old glue is clean and smooth, you can put the new tile down on it. Or you can try scraping the glue off.
