Putting vinyl tile / sheet vinyl over asbestos-containing linoleum

I have about 200 sq ft of old linoleum in my kitchen and dining room.

First, there is one layer of linoleum, which tested positive for asbestos, in the dining room, glued down with mastic, which tested negative, over a beautiful hardwood floor. I would obviously love to be able to save the hardwood. Lowe's told me they would have to take up the hardwood. Any way around this?

Second, in the kitchen, there are two layers of asbestos-containing linoleum, with mastic, again negative, over what looks like a plywood subfloor. Since I don't have the finances to afford a pro to take it up, and since I don't want to DIY since I have tenants and it's against the law, I would like to cover up the linoleum with new floor. (May have to do this in the dining room too.) I know I can't sand the linoleum, so I can't put vinyl tile directly over it; is there any way of putting some surface over the linoleum and then putting the vinyl tile over that? if not, I will just put down sheet vinyl.

Generally you staple 1/4" underlayment over an old floor if you intend to just add another layer of flooring on top.

Great, thanks, is there any issue with stapling over linoleum with asbestos?

Also, is the underlayment made of wood? can I then put peel n stick vinyl tile over it?

Get underlayment plywood (it is about 1/4" thick). Staple every 4-6" in the field. Every 2' on the edges. fill the cracks between. it will be fine installed over the old lino. . Then you can install whatever you want on it.
