vapor barrier

I'm putting down vinyl wood planks over a concrete floor that had carpet previously. I have had differing opinions on the need for a vapor barrier before installing the vinyl. Living in Florida is a high humidity region but I did not notice any dampness when I removed the carpet. Manufacturers instructions don't address this issue. Any suggestions?

Id be on the phone with manufacturer getting their recommendations. Should issue come up they are the ones covering the warranty not anybody on this site!
