Leveling Vinyl Floor

The floor is missing a few vinyl tile squares can I fill in the missing
squares with same size tile and then use a leveling compound on
top of that? And then install new vinyl squares? I think the old tile
might have asbestos. Don't want to take up the old tile. The floor
is concrete underneath. What do you think of this idea?

Installing new vinyl tile over old tile

The success of the new tile job will depend on how secure the old floor tiles are, proper cleaning of the old tiles, and filling in areas with any defects such as holes and cracks and missing tiles with patching compound.
