Asbestos under old floor?

I'm removing the floor in my mother's house which is a vinyl floor that has been there since the house was built which was 36 years ago. Does anyone know if asbestos was used in flooring during that time frame? The house is in Connecticut. From what I can see there is a grey backing under the vinyl when I take it up however, I am not sure what it is made of. Any help would be appreciated..thanks, Ed

Asbestos in floor covering

Before 1980 many floor coverings and adhesives contained asbestos. Because asbestos fibers are microscopic, a visual inspection is not possible. Floor covering and adhesive can be tested.

If floor covering contains asbestos, it is recommended that you do not disturb it. Rather, encapsulate it with a new plywood underlayment material for new vinyl floor. If it absolutely has to be removed, a professional asbestos handler is recommended.

Unless absolutely positive beyond any doubt that the floor is a non-asbestos product, assume it contains asbestos, and treat it in a manner prescribed for a floor containing asbestos. Recommended work practices prohibit sanding, dry scraping, bead-blasting, or mechanically pulverizing resilient flooring, backing, or lining felt. Do not use power devices that create asbestos dust in removing cut-back asphaltic adhesives.
