Removing old tile mortar

What is the best way to remove old tile mortar from a concrete floor? Also, how smooth does the floor need to be to install new 12 x 12 inch tile? I have an entryway/hallway area that had tile at one time that I would like to tile again, but some areas have as much as 1/4 inch of old mortar while other parts are smooth concrete. I'v tried hammer and chisel, grinder, and scraper, but this stuff is tough.

Thanks for the advice. I've spent about 3 hours on it and I'm about half done. I can see why you charge what you do. I've had the best success with a hand-held air hammer with a chisel tip, but it's still slow going.

hilti and bosch make a nice little jackhammer that works well for this 3"blunt edge chisel so it dont tear stuff up
