ceramic floor

I would like to put a ceramic tile floor in a new basement bathroom. The slab was painted over twice before and is chipping off in places.
My question is. Do I have to strip all the old paint off before applying the thinset? Or, could I leave the paint and use a membrane in this case.

Remove as much paint as you can with a paint scraper. Apply a membrane and then tile
