Question Tiling in Kitchen

We plan on tiling the kitchen walls above the countertops. However the wall is painted with a slight rough texture (no more than 1/16" high, do we have to remove this before tiling?
Is a backboard required or can we til right over the painted wallboard?

A backsplash is a very forgiving area to tile, since there aren't a lot of stresses on the tile there. I'd just rough it up a bit with medium sandpaper and tile away. But I'm interested to see what others say too.

knock the high spots in the texture off with a wallpaper scraper, tile away.
