Talking Ceramic Tile in Basement

I am going to tile my cement basement and was wondering if there is a way to make the tile not so cold in the winter?

I was considering nailing and/ or glueing 1/4" plywood down then tiling on top??

Does anyone have any advice??

Electric Radient Heat

There are electric radient heat mat systems made specifically for installation under tile for this purpose.

This is for a rental property, so I am looking for a cheaper (never any maintenance) solution....

Ceramic tile in basement

Since it is a rental property I would not go to the expense of installing radiant heat beneath tile. Wearing slippers is the answer to cold floor tile.
