Caulking tile
Is it necessary to caulk between a tiled floor and drywall? Also, would it be enough to run a line of caulk along the baseboard?

Not really going to do you any good to caulk at the tile line and the drywall.If on the second floor say in a bathroom it would buy you a minimum amount of time but in the end i think you would still be mopping water up from the floor below.
You could caulk the base to the floor but it would be for asthetic purposes only,to hide the crack other than that it would not do any good for stopping water for any length of time
