Finished my shower pan - now the water's puddling

I just finished building my bathroom shower pan. The water is puddling a little around the drain (though most of it drains away). I think it's because when I calculated the slope for the mortar, I started with the height of the bottom of the three-piece drain pan, so when I installed the liner and the middle piece, the middle was a little higher than the mud I'd built up around it.

My questions are:

1. Is the puddling OK? I guess not.

2. Is it safe to remove the membrane and build up some more deck mud on top of my existing base? (Instead of removing all the mortar I have already laid down). If so, do I have to put anything on top of the existing mortar, or can I just add a bit more?

3. In the pan I have now, there are a few drops left (literally drops, about an inch in diameter) scattered around. It looks like there's a healthy slope. Is that acceptable?

The liner has nothing to do with the fianl slope, you pitch it 1/4" per ft, from the drain, leaving room for the tile and making sure it's at least 1 1/4" thick, is it tiled yet, is there a pre-slope under the liner?
