Question Ceramic over slab

I've ripped out the many layers of linoleum tile exposing the slab floor in my bathroom (already a big improvement). Under the last layer, there was a semi-hard tarlike substance. Is this a sealer, or leveler, or both? I'm stripping it up either way since it came partially up with the linoleum. The concrete appears level - any difference in level is less than 1/16 inch. However, since this is on the first story and the tile will be directly over the slab, do I need to put down some type of 'waterseal' first?

No sealers, get up as much as the adhesive as you can and use a good modified thinset, no cracks in the slab I hope.
