Laying tile over existing mortar(s)

I have removed tile in a small bathroom and plan to install new tile. The problem I have encountered is that there is a thin-set mortar in place over an existing thick-set mortar. The thick-set is partially cracked and the thin-set is difficult to scrape up from the thick-set without damaging both. I am trying to do this on the cheap and I want to avoid removing the thick-set and replacing it. Any ideas for how to solve this problem?

Why is the mud bed cracked? Were the tiles and or grout that you removed cracked? Is that why you removed the tile that was there?
