sealing ceramic tile grout?

My cat is peeing repeatedly on the ceramic tile in one corner of our front hallway. I have used everything I can think of to remove and neutralize the odor (vinegar, enzymatic cleaners, regular dish soap, baking soda), but he keeps coming back to the same spot.

The only thing I can think of is that the grout was either not sealed and the urine has seeped into it, or it needs to be resealed. (House is 25 yrs old, we just moved here, so am unsure. Previous owner's cat apparently peed everywhere and ours is following suite.)

Is there a way I can tell if the grout was sealed? Would (re)sealing it prevent our cat from smelling the old urine that is already there?

If water absorbs into the grout, it's time for a good sealing.
