30's art deco ceramic tile facelift help wanted

I moved in to this really GREAT old house we believe is circa 1930's which has been mostly remolded except that they left this FABULOUS Ceramic tile art decco design in the main entry. At first it was just a horrible black goo mess but as I was scrubbing I figured out that it actually was SOMETHING underneath.

Problem is, I don't know if it was from bad renters in the past (landlord says the house has been to "you know where" and back) or if it was all the scrubbing I did but the tiles just hold on to ANY dirt whatsoever and then I have to scrub for hours to get it off. There is no shine at all either. I cleaned it I used a 1 part bleach to 4 parts water solution, I hope that isn't what ruined it. Most of the tiles are White with green, red, blue and yellow design.

Would love to know if there is something I can do to bring the life back into this floor. I'm willing to do just about anything.

There are companies that can restore them, but I'm sure it costs some money.

Look into some tile cleaners, like AquaMix or StoneTech products.
