sticky vinyl tile

I plan to install over original 1954 tiles. I've done this before and it works fine. However, this time I need to seal cig smoke odor, before I install tiles. Kilz works great, however Armstrong(vinyl tile maker) does not recommend this. They have no specific recommendations. Ideas?

Thin Skim coat of Henry's floor patch from home depot.

tks, I've been told by several that those old tiles and concrete cant absorb cig smoke.
