Exterior Patio Tile/grout water Leak

We have a second floor patio without a roof. It was tiled recently using epoxy grout but after the first serious rain we have a leak through the concrete floor down to the ground floor patio. We used ceramic outdoor tiles from the local tile shop. Any ideas what our next step should be? Should I use a tile and grout sealer (eg: Aqua mix sealer) to seal the entire 400 sq feet patio? Any help on this matter is highly appreciated.

Grout is not water proof, it's what was suppose to be below it that was suppose to be water proofed.
What was this tile laid over?

Thanks. What's below is a concrete slab which was the roof of the ground floor patio. Contrary to what I said in my post, the tile guy used an acrylic grout.

As Joe said, tile and grout is not what contains water within the installation. The job should have been waterproofed before any tile was installed.

Sealer does not waterproof the grout. Sealer just slows down absorption of stains for easier clean up.
