How do I fix this gap between tiles?

Can I just use caulk or do I need to grout it?

Grout will likely give you better/easier results. You wouldn't even need any special tools. A plastic knife or even you finger and a sponge would be all you need for that small of a repair. Cost will be about the same.

Grout is the right way between the tiles, but between the wood and tile on the other side, caulk is supposed to be used. I would just use caulk on both, much easier.

Yes grout is the proper thing to use, but as Sam says , for this particular case just use caulk.
