Anyone have any solutions to this problem: Trying to remove wallpaper in kitchen(vinyl face with paper backing). The problem is that the vinyl face won't release from the paper backing! Even when I score the paper and use a professional wallpaper removal solution I'm having no luck in getting the paper off without damaging the wall. Would a steamer be the solution??? Any suggestions appreciated.

I have a late '70s condo. The small combo kitchen/dining area has been wallpapered. It looks like two layers and it appears that the bottom layer was placed directly on the wallboard, possibly without even priming the wall. I've removed the vinyl coating from the top layer of wallpaper and except for a few small areas, it's in pretty good shape. The seam breaks are noticeable. I've been told removing the paper completely will likely damage the wallboard. There are many cutouts (sliding glass doors, doors, etc.) and no large expanses. I'd like to get it to the point where it can be painted. Two painting contractors have suggested an enamel primer, then taping, skim coating (?) and texturing -- at very high prices. I'm afraid if I just re-wallpaper, it will only compound the problem down the road, but I'm not sure. Any suggestions appreciated. Thanks.
