Wallpaper Border on Cinder Block Wall
I am desperately trying to hang wallpaper border on a painted cinder block wall in the teacher's workroom at my high school. Twice I have hung it and it ended up on the floor within the hour. Since the wall is already painted a beautiful khacki color, I didn't want to now prime with the white primer over that row all over again. One person suggested using shellac instead as a primer. Is there anything else I can do? I am at the point of using super glue to put the silly stuff up since the building is set to be demolished in 3-5 years and it can just stay up there on the wall, never needing to be removed. Help!

If there is NO REMOVAL in the future, I would do it like this. First, sand the wall where the border will hang to rough it up a little, prime the area to be hung with an oil-based primer, then hang the border with a VOV, vinyl over vinyl adhesive.
