Question

I understand there is a type of wallpaper that can be applied over paneling to give a smoothe surface which can then be painted or papered over. What is the name of it? Where can I get it? How much can I expect to pay for it?

Its just a heavy liner. You can paper over it, but don't try to paint over it.

Its available wherever wall paper is sold.

I've done this many times. Fill the lines in with drywall mud. Twice. Sand. Wash. Wallpaper. Works great and looks good too. Good luck.
