Thanks to Chipfo for your ideas! Just in case anyone is interested I found a way! I was going to try the spray adhesive but there was no room for error and the wallpaper paste made the ink run.
"Podgy" which you can get at a craft store is usually used for decoupage. It acts as a sealer, adhesive and glaze. I pasted the wall then applied the blueprints and smoothed them out. Then I added a little bit of paint ( the same colour as the walls ) to the "Podgy" because the blueprints stuck out a bit and I wanted them to blend in with the colour of the room ( but just enough paint to give them the slightest tint )and used two coats of that as a sealer.
Looks great.

Yes of course, good thinking! I have never used that but it does seem practical now that you mention it. Useing the blueprints for decor in small areas is a novel idea, I have mentioned it to a few friends and were all for the idea.
