Complete idiot to wall effects....help?

After searching various methods on the internet, I've come to the
conclusion that a tear-and-paste method such as WallpaperIllusions is
the avenue to choose.
Our home is the epitomy of a fixxer-upper, and while I've created
gorgeous gardens outdoors, the inside is the last thing I have attempted
because there is so much to be done.
While I liked the idea of torn brown paper bags for an effect, I don't really
want the walls to be brown. This place needs color and less clutter.
I assumed it would be easier, cheaper and quicker to go with a ready-to-go
product such as WallpaperIllusions. Would I be safe in assuming such?
I would hate to paper and paint.
Also, I'm still in the process of doing my homework, but do I understand
it correctly that I will need to sand the textured walls, then paint them
with a primer?

Just an update, I've since done something with our
walls, and chose the same method Bonnye Manning
suggested.
In fact, I was researching a finish for the floors when
I came across a post with Bonnye's instructions, so
it reminded me to update this thread.
I've since been having quite a ball with the brown
bag method / faux finish for walls.
