layers of very old wallpaper
Hi there,
I've successfully removed the wallpaper in my guest room. However, there is one spot on a small wall (about 4' by 6') which had what appeared to be loose plaster. After having a closer look at it, it looks like there's more layers of wallpaper underneath paint! The bottom layer is very old--the wallpaper is hand-painted--and there is plaster below the paper.
My question is: should I try and glue down the remaining layers of loose wallpaper and paint over it, or should I try and peel it all off? My house is victorian-era and I'm worried that peeling off the remaining layers in this spot will take down part of the wall as well!

I would remove it all. If the old paper is the only thing holding the wall together, then it isn't a very stable surface to begin with. Strip it all, and repair as needed.
