trouble removing wallpaper/want to use VP

I was getting ready to do Venetian Gem on my bathroom walls .
Started taping the walls and realized that my walls were not painted but wallpapered with wallpaper that looked a lot like paint.
I decided to take the wallpaper off the walls - first layer came out easily as it was real thick linoleum like wallpaper. Next under it was a very thin tissue like paper, then brown cardboard, then drywall!
Please let me know what is the best way to proceed. I originally planned to prime the walls with Aqua Bond and do Venetian gem on it , but now I have no idea what to do ,

Sand the walls smooth, and repair any bad areas with joint compound. Then prime with a high quality acrylic primer. Then do your finish.
