wllpaper over drywall

The previous owners taped the drywall joints in the basement. They then put wallpaper overtop of the unfinished drywall. No mud, plaster, or primer was used. I have tried various metheods of removing the wallpaper, but it tears the whole paper right down to the gypsum. Any suggestions as to how I cover this up? Do I Have to drywall over the existing walls?

Don't you hate having to fix someone elses mistakes
Ideally you would remove all the wallpaper, prime the walls with a solvent based primer and then skim coat........ but that might be too much work and still be able to keep your sanity and hair
Probably the best bet is to prime the walls and then a thin skim coat over the primer, sand reprime and paint.
