i'd like to brighten up my room. the walls are dingy and one wall is covered in 70's wallpaper.
which is faster, cheaper, and easier: wallpaper or paint??? any advice much appreciated.

Painting them would be faster and cheaper. Be sure to clean the walls good, and spot prime any stains with spray kilz. To paint over the wallpaper, first it must be well adhered, fix any imperfections with joint compound, sand and prime with a oil primer to seal it, so the latex paint won't soak through and loosen the existing paste and paint. For best results use a quality paint from a pro paint store.
