Removing thick wallpaper

So one of the walls in my condo has this very thick wall paper type of stuf that has been painted. Top half in regular paint and bottom half with textured paint.

I've peeled a bunch of it back and it comes off in one solid sheet very easily.

It seems like all the adhesive is still stuck on the wall.

Is sanding it and priming the wall going to take care of it or do I get this stuff off with water?

....Or is the paint so thick that its stuck to the drywall paper and im just pulling the paper off..?

You should be able to wet the wall [spray bottle or sponge] and use a 6' drywall knife to scrape off the majority of the adhesive, rinse well after the glue is removed. If for some reason you can't remove ALL the adhesive - use either zinnser's gardz or an oil base primer to seal the wall.

Thanks! I've noticed that the wall smooths out and the glue comes off with a little scrubbing and warm water.

After scrubbing, the wall is discolored but flat and smooth.

At this point can i treat it as any other wall and primer/paint or is there still junk in the wall that will hinder a good paint job?

I mean it feels clean but i still see yellow blotches all over.

If I dont have to use an oil based primer then I'd rather not.

Zinnser's Gardz is waterbased.

If ALL the adhesive is removed, you can skip the primer, if you're not sure......
