I want to remove a prepasted wallpaper border, but it isn't coming down as easily as I expected. How do I remove a prepasted wallpaper border? I will be pasting another in its place. So far, I have soaked a small portion of the border and tried to lift, but it left pieces of the backing on the wall. Thanks...

Wink

It does take some getting off. It sounds like your doing the right things though.

Soak the paper with a sponge and water and then with a scrapper, lift the paper. If the 'lining' stays behind, soak again. You'll find that this removes it. Scoring the paper can help the water penetrate it more easily.

A wallpaper stripper can help for large areas. They are worth the investment, if you don't know anyone who has one or you can hire them.
The steam lifts the paper, but it will still take a good day or two to strip a whole room!
