Heavy grade lining paper...Although this will not remove the lumps and bumps. Best to prepare(fill & sand down,size etc) as much as possible before hanging it.
I've read a number of posts on this topic, but I still don't understand why painting over wallpaper is not recommended. You said one reason is because it's best to get back to the original wall. But why? You also said it's not a good idea to paint wallpaper because then you've locked down the paper and it will never come off. But why is that not a good thing? I'm having trouble deciding on whether to remove, paper over, or paint over existing wallpaper that is the original layer and 10 years old.

I have recently painted the master bedroom (with an eggshell finish)and am quite pleased with the results. How long do I have to wait before I can put up a border? I get several answers from different people.
