What is the quickest and easiest way to remove a border? The walls have already been painted. Can you put a new border over the old one?

If the border has a vinyl surface,then this has to be pulled off first..This layer normally comes off in one piece leaving a paper backing behind. This layer should be soaked 2 or three times (I use a garden spray cannister to do that) then this layer is normally stripped easily.
If the border is a paper suface then it can just be soaked & stripped.
Can you put a new border over the old one?
You can hang a border over a vinyl one as long as you use border adhesive and NOT regular paste..Also it should be around the same width or just a few mil. wider because if it is too wide then you will see the edge impression of the old border all around the room.
For best results...Strip the old border.
