preparing a wall for paint.

House is 19 years old. Has wall papered. I took a strip off and it looks like there wasen't any paint underneath or it only had had been painted once but some of that "paint" came off with the wall paper and left a brown paper underneath. It looks to me (novice) like sheetrock underneath. I want to take off wall paper and prepare wall for just paint.
I plan to put a border but no more than that for now. I want to prepare the wall for a good paint job, because of the area of the wall. Thank you for you help in advance.

Is paper from the sheetrock its self coming away with the paper being stripped??
You may have to prepare walls and hang a good heavy grade lining paper before repainting for best results..
