Removing NEW wallpaper and texturing

I just bought a house that is 6 years old and has wallpaper everywhere. Most likely it was installed by a pro. How do I remove the paper & clean / prep the wall for texturing? thanx in advance

Wash off old paste from walls and fill any imperfections before texturing..

I am wallpapering 1/2 way up the wall then a border. How far of an overlap for the border . Where is the least noticeable place to stop the paper so it doesn't show through the border?

My husband and I are buying a used manufactured home, and the wallpaper is ugly. It appears to be part of the wall, like it was pre-applied during building, instead of being added on after building. Is there any hope that I will be able to strip this paper, or should I consider resurfacing over the paper and starting over? I am so new to this, as this is our first home.
