Wallpaper Border
I would like to put up a new border. There is already wallpaper and border on the walls. It is about 5 years old. Can I put the new border over the old border or must I take down the existing old border first? I tried taking the old border down, but it is not budging. The top corner would peel down, but the wallpaper underneath was coming off too, so I let it go.

Installing a wallpaper border
Ideally, one should not install wallpaper over top old wallpaper. As you are wanting a new border and the old one does not want to budge without damaging your wallpaper beneath, I would go ahead and install the new border over the old. Keep in mind that when you want to change the wallpaper, you will have two borders to remove.
